So solution was the right program for jpeg compression (not file compression). Found it after some googling and it was very easy. Here it is for future reference. You upload the whole signature - select the width you want (I could only go up to 400 wide to get the max 60 depth the forum allows). Then select the percentage you want it compressing from 0-99. It then tells you how many kb the file is. Strangely the bigger the number the less compression - so I think I put in 95 for compression to get it as near to 20kb as possible.

So looking a better size now although slight loss of quality but readable.
