Agree with Cypher. Remove the penthouse and tubes and block up the tubes with the blockers. I would also remove the shelf with holes in and just leave the other shelf, and add a house at floor level. The access is good with the big front door and good for interaction, and the cage is reasonably low so less risk of fall injuries.

Unless it is a robo dwarf hamster and then I would suggest a cage with smaller bar spacing.
