Wood shavings are certainly capable of being very problematic for hamsters and many other pets. Even if you've never experienced allergies with your hamsters, they do exist with all wood shavings - and they don't appear right away every time. Some allergies take a huge portion of a pet's life to even show up, and it can even be to "safer" wood like aspen. Because you can't predict with certainty that nothing will ever happen for the entire lifespan of a given pet(and knowing that even kiln dried shavings can release phenols once rehydrated such as urinated on or even with a bit of water or moist foods), I would just stick to paper or hemp.
