Insect mesh is unsuitable for multiple reasons. As Ria P mentioned it is too fine, but it also is pretty much always a much softer material that hamsters could easily chew through and either ingest, get somehow stuck in in various ways, or even escape.

Mesh must be rigid, chew proof, and appropriately sized. 12.7 mm/0.5 inch is the largest the opening should be. Clearly with that in mind the 25mm wire mesh fencing has much too large of an opening to be safe since it is nearly twice the maximum safe spacing!
