I would put the shelf in - it helps them feel secure. But I'd wait a couple of weeks until she's settled a bit - it can be noisy and jerky trying to get the thing in place! So best done while she's out of the cage. If she shows signs of wanting to come out before the two weeks then you could add it, but they get scared/skitty easily in the first couple of weeks.

Ben- your set up looks great! Just watch the yellow cheese cube - not sure the holes are big enough for a syrian to fit through. Some of it depends on the size of the syrian (but they can grow quite big some of them!) but generally anythijg smaller than 5 to 6cm diameter is a risk for them getting stuck. I had one of those for our robo and I seem to remember the holes were too small for a syrian, but I might be wrong - can't remember.
