In my time I've got hamsters from a variety of sources and the most thorough process I've been through was when I got my first hamster from a breeder. The pet shops didn't really seem too worried as long as I said I had a cage like one of the ones on the shelves (bin cages were an alien concept to them) and gave my name and address and the only rescue I took on from a non-owner surrender situation just seemed to want the hamster in a home that had some experience with Chinese Hamsters (because they are more challenging than Syrians apparently).
As a breeder myself, I will ask prospective owners about what caging they have in mind, the foods they plan to feed as well as asking them to sign a declaration that if they can no longer keep the hamster then they will return them to me but most of the babies I bred went to other breeder/exhibitors anyway.
