I don't think it's anything to be worried about. I use Kaytee Clean & Cozy, and I experienced the same thing you did, but I just used it. I'm pretty sure there's nothing to be worried about. They just vary from batch to batch. Like other people said, if it's dusty you probably shouldn't use it, but mine have never been dusty.
