A set up also depends on the individual hamster's preferences because they are all different. I adjusted my non burrowing, height loving Syrian's cage once i got to know him a bit better.

I'd make sure that all essentials including food and water are kept on the ground floor initially until your hamster gets familiar with his/her multilevel cage.
