I'm sorry to hear your little one has problems. I've never seen this in a syrian but it is seen in dwarf species. If she is able to eat and sleep ok though she is probably happy enough in herself. It may be worth having her vet checked though as ear infections can present with similar symptoms and could be treated.
It is better to keep the cage quite open and have items in the same place for hamsters like these to help stop them bumping in to things.
