I think a good option would be to have something for it to stand on - eg a small flat roofed house on the bottom of the cage so the top of it (the flat roof) is about level with the substrate and stand the wheel on that - and it also makes an underground hide
. The Ferplast sin houses are good for that - they come in various sizes - no nails or glue and have a flat roof (which lifts off).
Some people have put a bolt through the side of a bin cage to attach a wheel but it would have to be the kind of wheel that has a bolt through the middle anyway. Not sure how you could attach a silent spinner to the side of a bin cage.
