That would count as 448 square inches floor area
Levels are a bonus, but floor area is more important. They are basically ground dwellers and diggers and bury things. What are the dimensions of the 448 square inches - it might be fine if it's about 70cm by 40cm. With levels also and dwarf hamsters you need to look out for fall risks from a height. If it's a solid sided diy cage that should be ok.
