Serendipity has a good point, maybe a cage with a front opening would work better.

Oh, my hamster does that too, I originally placed one of her hideouts on the substrate but she "renovated" it herself so that the hideout is now completely underground except for the roof and she accesses it by her own burrow. I left it underground as she clearly likes it that way, plus she has other hideouts on the substrate to switch to if she wants.

Not sure why he is aggressive but hopefully a bigger cage and more time with you will help.
