I agree with the comments above, getting the see-saw out of the way and ensuring there are 2-3 inches of bedding in front of the wheel for a soft landing spot would help to prevent injury in the short term.

My robo used to flip in his wheel as well, and I found switching to a larger (and better quality) one solved the problem. The larger the wheel, the slower it spins, and the less likely it is to sweep your hamster up too high if he comes to a sudden stop.
Using a closed wheel such as the Silent Runner might also be helpful.
