It sounds like you're doing the right things. I would say just take things at his pace, don't push him too hard if he seems to be going backwards. And if he's not interested in treats, you may just not have found the right treat? Try something special like a bit of cheese or fresh fruit and see if that gets his attention. Food really is the best way to encourage them to come to your hands.

If he's shy in his cage you could possibly give him more hides, more bedding to burrow into or more cover (hammocks, shelves etc) so he feels less exposed? If you post a pic of your setup we can probably help more there.
