3am sounds perfect timing to spend with a hamster. Good for you to wind down after work and perfect for Poppy who will be wide awake and welcoming.
Henry is not keen on too much open space so i've tied upturned small cardboard fruit trays on the inside of the cage roof. That would also work to prevent a hamster from swinging off the roof. I also got degu shelves and they are great because they can go anywhere on a bar cage which would also prevent falls. I have also suspended a long ladder from roof to top half of side which would prevent falls. May work for Poppy instead of a bigger shelf. Henry doesn't climb unless he wants to reach foods he needs to make an effort to get to but he likes walking across and sitting on the shelves.
