I don't think it's that they can't eat citrus as in its dangerous or toxic, just that it's a very strong flavour and can be overwhelming. A lot of hams do fine with kiwi fruit for example.

I wouldn't personally feed fresh citrus but I wouldn't panic about ground up orange in a cookie which I'm assuming is also baked? I dunno, if you're feeling weird about it don't bother. There's probably a bunch of stuff in your fridge she'll enjoy just as much.
