You can't weight the pups till all eyes are open and they are out and about and mum is happy with it. As long as they look well and are eating and moving around there is quite a weight range.
Just leave the runt for now as doing anything at all near the pups could result in mum culling them. Trust mum as she will know instinctively if there is anything wrong. He would have no chance if you took him away from her.
You can sex the pups when you start handling when all eyes are fully open. Usually this is between 14 -18 days. As long as mum is OK you can start the handling then. Females have nipple lines and the vents are close together. Don't touch them at all till the eyes open and that means all the eyes.
Start giving them tiny chopped veg now like cucumber. Mum will take it in to them. also offer small seeds to mum to take in.
