The theme is beautiful and everything seems perfect, so it’s difficult to determine what it could be. He could indeed just be a hyperactive hammie. All I could think of would be to make sure he gets a good run around outside of his cage to get rid of excess energy, and just always be trying different boredom breakers/chew toys, something as simple as a walnut can keep a hamster busy for ages
