It'll be safe to be feeding him some veg/treats. If you form your hand into an "O" that will be the amount you should feed veggies - anything in moderation. They don't sell Harry hamster yippees treats where I live though, so I'm not sure what's in them.
Carrots aren't that healthy for hamsters as they contain quite a lot of sugar though, but it's a great occasionally treat for Syrians to wear down their teeth.
Cucumbers also contain quite a lot of water, so a little slice would be enough imo.

Remember to test feed your hamster with a TINY amount and monitor his stool in case of allergy (diarrhea or digestive problems), whenever you give your hamster a new vegetable.

I feed my 3 month old dwarf veggies every 2-3 times a week, while I only feed my 1 year old dwarf veggies every 4-5 times a week, since I'm not sure if she has ever been given veggies before I got her to ensure her stomach gets slowly adjusted.
