The 9" silent runner is fine for a Russian ham, that's what I use, not too big at all as they spin really easily & no safety issues that I'm aware of & I've been using them for a few years now.
The other option for a dwarf is the 21cm wooden wheel from Zooplus but that would need painting with Plastikote before use.
