Goodness that is amazing. He is a lucky little guy and your dogs are very clever! It does sound like he may have escaped from somewhere. Maybe put a poster up locally nearby to say he is found in case anyone is looking for him. Sadly though there are people that just dump them.
He looks well and happy. If you keep him he would need a larger cage
