I would think not, to be honest. Although it's natural it can still be the type of thing to be swallowed or get tangled around teeth and legs - it is quite strong stuff. So probably not safe really, like fluffy bedding.

It's a nice idea to have something warmer than paper for the winter. I get one of those large hemp mats by Hugro (from Zooplus) and cut a piece to fit the house roof of our hamster's house to insulate it a bit. I also cut a circle of it to put in his rat sputnik to make it cosy. It's supposed to be safe for chewing - tends to shed a bit eventually and then I replace it. But otherwise best thing is give them a huge pile of torn up strips of plain white toilet paper and a house big enough to make a large nest in (eg something like a shoebox house) -and don't let the room get too cold.
