I've never had a Syrian so I can't actually compare from experience but I have found Russians very easy to tame, they don't tend to be jumpy in my experience, the more nervous ones may hide away a bit to begin with & need a little patience to tame but those seem to be the exceptions.
Their small size may make handling a little harder to begin with & they are quite fast but as long as you stick to a safe area like a playpen for out of cage taming it's quite easy to get them used to hands & handling, in the cage I haven't found them to be jumpy really, some can be a bit cage territorial (I've only had one female & she was & I think it may be a bit more of a female trait) but are fine once out of the cage.
