That's a good question, Hamsters Syrians definitely are solitary by nature, but they do seem to like interaction with us Hoomans...!
If the room he is currently moved to is empty and is hamster safe why not let him free roam instead of him being in his ball?
Also once the weather has cooled down I assume you will be moving him back to his normal place in your room?
Finally while he is in your sisters old room why not spend more time with him?
