The hemp should be ok, the quality of hemp does vary, some is soft while some can be a bit sharp so you would have to check it before using.
Not at all sure about the sand tbh, "clay enhanced with sulfur" doesn't sound like the sort of thing you want to be using. If you can't get good quality chinchilla sand can you get children's play sand? You need to dry it in the oven but it's safe to use.
