It looks ok but without seeing what it says on the packet it's hard to say. If it is just plain paper with nothing else it should be.
Can you get kaytree clean & cosy? I don't know about where you are but here it works out cheaper than carefresh so it may be worth looking into, just the plain white one is totally safe & a good substrate.
