Levels are certainly not necessary in the cage. If you think about when hamsters live in the wild, they only have one large space without any "platforms" so in a way having no levels is positive as it mimics their habitat in the wild however hamsters do like exploring different levels so overall, without or with levels you will have a happy hamster
