I've never had a reaction like this with a Chinese ham but they are all different & respond differently to their new environment & he should settle down & begin to explore soon enough. As Amethyst suggested scattering food & hiding a few treats around the cage will help encourage him.
Chinese love to burrow & dig, probably more than any other species so make sure he has lots of deep substrate, they like to have plenty of places to hideout too so not too much open space in the cage, they are very agile & enjoy having things to climb on.
