Razor has put it really well and the video by ErinsAnimals is very helpful! I had the same experience with Mila but with age, she learnt. It was costly and time-consuming but what I did was every place she peed I put a potty there as soon as possible. As Mila was naughty, she carried on with her habits sometimes peeing right outside the potty annoyingly. That was an example of what not to do hopefully my mistake helps you! Razors suggestions are the way to go and (from what I know) the only way to do it. Always remember different hamsters have different habits and peeing everywhere might just be something Tofu likes to do and makes her happy.
