Never come across that before, I looked it up though & see it is used for mites (among other things like ticks & fleas which hamsters don't get?!) hams are usually given drops or injections for mites, I would be wary of spraying a hamster or the cage with anything.
He may not even have mites, just scratching a bit more than usual could be down to more scent marking due to cleaning or other things causing a bit of irritation.
Signs of mites are most often first seen around the eyes & ears, if he just scratches a bit more generally then personally I'd wouldn't be in a rush to treat for mites.
Hopefully moving the sand will help with him peeing in his house, they can get a bit lazy sometimes so having it closer might help!
