One of my dwarf hamsters lives in the Barney cage and does climb a bit. Just up the side, not across the roof. He can climb down ok, but sometimes jumps down. I have a deep layer of Fitch substrate filling the base to give a soft landing.

Careful positioning of toys etc can help and extra shelves/platforms.
