I have had the same problem with my Syrian. I even bought a degu sized wheel for her, it's massive! She occasionally will run for 2 minutes then that's the end of that! I had another Syrian who stopped using his wheel, but this was due to old age. They do become less active after around 18 months, more so in the winter. How old is he?
I am yet to work out why my hamster stopped using her wheel 6 months ago! She is just a lazy bones I think, as there is nothing physically wrong with her. How big is the saucer? And how big is your hamster?
