Better choose to clean the cage when hamster is awake. So you could place him in the ball amd take your time to clean.
I do not recommend to use detergent to clean the whole cage, instead, you can just change part of the bedding. If your hammie pees in the home and store food in the home, please change the entire bedding in his nest and place fresh food back to his storage place.
If you want to train your hammie to pee at specific place, you could place a small bowel with bath sand(not dust) at his pee pee corner. He will soon learn to pee in the sand and all you need to do is to remove the wet sand pellet after he pees.
