You can't paint plastic items like igloos, just about anything you put on would peel off without using a primer of some sort & that would most likely be toxic if chewed.
If you want to paint anything it would have to be wood painted with a non toxic paint.
Covering something with a layer of non toxic glue isn't going to reduce the risks from chewing or ingesting anything that might flake off.
