As far as I can tell it looks like a small cut or abrasion in the second photo, as has been said that could happen from bar chewing or rubbing against anything rough or sharp in the cage, give everything a check over to be sure nothing in there could be causing a problem.
If it is just a small cut it should heal quickly, if not take him to the vet & have it looked at.
