Generally, the mechanism works best when the bottle is filled to the top. It's just the science, although I personally forgot why. I think it works fine when not fully filled too though.
To answer the OP's question, hamsters drink less than a teaspoon worth of water daily. Only about 5 milliliters, with females tending to drink a slight more. So generally, you only technically need 1-2 oz bottles. However, whether you fill it all the way or not, is up to you
