Neosporin is perfectly safe to use on a hamster, and is what a majority of vets will use for cuts. I've always treated wounds by dabbing water on the cut via a cotton ball, and then put a tiny bit of neosporin on their foot. He should be just fine, watch it, and if it seems warm, swollen, or in any way infected, take him to the vet ASAP. Best wishes
