I agree that they're veins, which is also perfectly normal.
As for the inactivity, keep an eye on him. Inactivity can be a sign of illness as I mentioned above. If he overal seems happy and healthy, I wouldn't worry over it, but if he seems to be sickly, a vet visit may be your best option
