It's definitely
suitable, but I personally wouldn't recommend it. I always recommend pairs be kept in cages within the 600-700 sq in range. Too small and they can grow equally as territorial as if it were too big. Some would disagree, but those are just my thoughts on it, as many people who have kept pairs in these size cages have had more success. I recommend a 40 gallon breeder for a pair. It's about 650 sq in, and is relatively inexpensive
