Sometimes hamsters simply decide that they no longer wish to use their toilets. This has happened with all my hams, especially after I've done a cleaning, and suddenly they decide to use a new corner. I'd just keep moving the soiled bedding into the sand pit. You could also try getting a litter pan and filling it with a different type of litter to see if that makes any difference
