Definitely not.You need to know what the dye is from,and if it is artificial it can at the least stain or at the worst cause health problems especially over time with exposure and ingestion.However,you could use plain toilet roll and make dye from hamster safe fruits instead to make DIY substrate(although it wouldn't work well for anything other than a substrate topper,certainly not as the entire substrate and would never replace plain undyed toilet roll as nesting material)
