A fence would make the drop from the platform higher - when the hamster climbs over the fence and jumps/falls down from the top of the fence (perhaps it's just my hamsters who do this sort of thing...)

I've put wheels on platforms and the main issue is them moving around on the platform and making a noise. My Syrian hamsters seem to enjoy the extra noise and like to move the wheel so it also bashes into the side of the tank as they run. I've used duct tape to stick it to the platform (with care to ensure the tape is flat and minimum possible amount) though I appreciate some people may feel the risks of using duct tape where a hamster can access it is too much for their personal comfort. Which is how I feel about giving my hamsters free access to chew things made from lolly sticks glued together - I give them access under supervision in the playpen but not in their cages (personal choice and comfort level, not a judgement on anyone who does put such items in cages).
