It really should be silent. I've only used mine attached to the cage though. What kind of noise is it? Vibrating? Banging? Or wheel noise (ie the bearings when spinning. Sounds like it might be vibration if it's better standing on something flatter. Some cages have bases that aren't completely flat - mine slopes up to a hump in the middle!
