It might be worth trying him with an enclosed wheel, Tinwë loves his wheel & clearly sees it as a place of safety when he gets a bit skittish, although if Jaska is small & seems fragile it may be that he's just not up to it & it might be tricky finding an enclosed wheel the right size for him to manage.
