I would go with a 20 gallon tank with a tank topper on it. Gerbils must have around 7-10 inches of bedding to burrow in, and other styles of cages just aren't suitable for this much bedding. Ammonia build up isn't too much of an issue with gerbs as it is with larger rodents such as hamsters, and not nearly as bad as with rats and chins (which consequently cannot be kept in tanks). Sometimes just a plain 20 gallon with half the tank filled to the top with bedding, and blocked off with a bendy bridge, and the other side with only 4/5 inches of bedding to hold food bowls, wheels, and such can work well and is the set up I use for my gerbils.
