There is no enforceable minimum however certain organisations will suggest their own cage size guidelines. As a general rule, Hamster Central do not support a minimum cage size but prefer to focus on the right cage for the hamster and that will depend on their personality and temperament.
I honestly wouldn't worry about upgrading the cage as yet. You may find that you don't need to upgrade it at all but if you do, you can cross that bridge when you come to it.
