A shelf might be your best option,but make sure the shelf has some sort of edge to it otherwise it won't do as well to hold the wheel in and keep substrate out.

If you eventually want a cage upgrade,maybe figure out a setup that combines various bins and attaches them manually but in a way where you can have some bins on top of at least part of the cage.You could even put this setup on top of various tables and put other bins under the tables as well for even more of a space efficient setup.You can get a wood burning tool at Walmart which isn't that expensive(about 13 dollars)and if it's an investment you'd use for more than just one or two new cages it's definitely worth it over trying to pay someone to do it as that would cost a lot more over long term.
