Wood based cat litter is perfectly safe for hamsters (it's even used in the Long Haired Syrian show pens). Some hamsters have found it difficult to walk over although I think that's mainly an issue with dwarfs.

If you can get some relatively cheaply then it might be worth a try to see how your hamster gets on. Another alternative would be a paper based cat litter but that seems a little harder to find in places such as supermarkets.
