I think you'd need to go bigger for most hams & probably mice too.
As Fluffagrams says some hams are happier in smaller cages/tanks, I do have one ham like that but he's still in an 84L bin not sure what that would be in gallons (about 22?) but with a house, wheel etc in it even that is quite small!
