Pretty much all the paper substrates in the US are cellulose based,which shouldn't be an issue unless massive amounts are consumed which honestly any substrate shouldn't be consumed in large amounts regardless.

It is honestly far less risky to use a paper based unscented substrate than risking aspen,which is the only "safe" natural substrate in the US.Even though it is natural,it is not as risk free as a paper substrate and honestly it can trigger allergic reactions and also cause injuries due to the roughness of wood in general.It's best to just stick with a paper substrate like Kaytee Clean and Cozy,Carefresh,or the Oxbow bedding but of those I think Kaytee would be best.
